- The coronavirus arrived in the United States in late January 2020 and the first death from the virus in the US occurred on February 6, 2020 . As of this writing on July 20, 2020 there have been 3.9 Million COVID-19 cases identified in the US and over 143,000 deaths.
- Travelers from China were banned on January 31, 2020 and from Europe on March 11, 2020.
- On March 13, 2020, President Trump declared COVID-19 a National Emergency resulting in major disaster declarations for all 50 states and the territories of Guam, US Virgin Islands, and Puerto Rico.
- President Trump created the White House Coronavirus Task Force in February 2020 led first by HHS Secretary Alex Azar and subsequently by Vice President Pence. - COVID-19 is a new hazard that poses new threats to the people of the US and the world and requires public health and emergency managers to work together to understand how the pandemic impacts people, the economy, and vulnerable populations.
- Research has started into the dynamics of the COVID-19 virus focusing on how it is transmitted to and from humans and how it impacts human health. This research should result in identifying treatments for those individuals who contract the virus and in the development of a vaccine.

COVID-19 MITIGATION
Facts:
- The initial COVID-19mitigation action taken by the Federal Government was to ban travel to the US by Chinese nationals on January 31, 2020. A similar ban on travelers from Europe was implemented by the Trump Administration on March 11, 2020.
- Americans started to practice social distancing prior to the stay-at-home orders implemented by state and local officials.
- Starting in mid- March, 2020, schools, businesses, sporting events, concerts, bars and restaurants, and other types of events such as weddings and funerals that would bring large numbers of people together were closed or cancelled effectively shutting down over one quarter of the US economy.
- Various essentials businesses including but not limited to grocery stores, drug stores, restaurants offering take out, delivery of goods, transit systems, airlines, and meat packing plants remained open for business during the lockdown.
- Social distancing and people working from home contributed to flattening the curve and reducing/limiting the number of cases in many parts of the country.
- The Federal Government never implemented a national stay-at-home order but left the decision to issue these orders to Governors, Mayors and County Executives around the country.
- Washing hands often, do not touch your face with your hands, and wearing a mask in public are recommended mitigation techniques.
- Numerous Governors preempted local stay-at-home orders.
- Wearing a mask was identified as one the best ways for individuals to protect themselves and others. States and localities have issued orders that all persons wear masks.

- The CDC published an Updated Preparedness and Response Framework for Influenza Pandemics dated September 26, 2014.
- The Obama Administration developed a Pandemic Response Playbook and left it for the Trump Administration.
- Obama Administration transition staff conducted a pandemic response exercise with Trump transition staff prior to Trump taking office on January 20, 2017.
- The status of the contents of the Strategic National Stockpile were uncertain before the coronavirus pandemic struck.
- New York City struggled to secure PersonalProtectiveEquipment (PPE) during its pandemic crisis in March and April.
- States and localities struggled to acquire masks, PPE, ventilators, and other medical equipment to protect both medical staff and individuals infected by the virus.
- The Trump Administration has not established a national strategy nor clearinghouse for identifying states’ needs and prioritizing acquisition of these critical PPE materials leaving states to compete against each other and the Federal government to acquire these materials.

- As of this writing on July 20, 2020, the Federal government response to the pandemic has been widely criticized and consider to be a failure by many.

Facts
- A Third of COVID-19 Survivors Suffer ‘Brain Disease’ Study Shows (CNN, 4/7/2021)
- The primary focus of recovery from the pandemic has been on reopening the economy once the virus has been contained.
- The CDC developed a set of guidelines for states to follow to ensure that when the states reopened, they would reopen safely.
- Meeting these standards would rely on the implementation of testing programs designed to track the spread of the virus and to mitigate this spread through contact tracking and isolation.
- The President was a major force in urging Governors to reopen their states despite warnings from scientists that the state may reopen too soon.
- A number of states reopened earlier than others in late April and by Memorial Day Weekend May 23-25, 2020, all 50 states had started to reopen.
- None of these states met the standards set by the CDC for reopening safely.
- Reopening schools and day care centers is critical to reopening the economy because parents will not return to work if their children are not in school or day care.
- Starting on July 6, 2020, the President started a pressure campaign for all schools to reopen for the Fall 2020 semester despite concerns expressed by science advisers.
- K-12 schools and colleges and universities have developed a variety of plans for how to reopen their facilities and conduct classes safely including using a mixture of in-class and online instruction.

Analysis
- As of July 20, 2020, in the United States the virus has not been contained – new cases are rising in 39 of the 50 states and averaging over 61,563 new cases per day from July 1-19, 2020.
- Deaths from COVID-19 in the U.S. have averaged nearly 700 per day from July 1-19, 2020.
- Governors in almost all 50 states have either paused or fell back on past restrictions in late June and early July 2020.
- States hardest hit by increasing virus case during this period were Texas, California, Florida, and Arizona.
- A consensus was reached that states had reopened too early and without taking the proper precautions and that the virus spread quickly in indoor spaces with a lot of people talking and shouting.
- Numerous new cases were found among individual working in close quarters such as meat-packing plants, in bars and indoor restaurants, in churches, and even in family gathering, funerals, and weddings.
- As of July 20, 2020, it is uncertain that the major professional sports leagues (NBA, NFL, MLB, NHL) will be able to complete their 2020 seasons.
- College and high school football seasons may also be cancelled in 2020.
- Governors in several states including Arizona, Texas, Florida, and Georgia continue to preempt local stay-at-home orders severely limiting local government efforts to contain the virus.
- The failure of the states reopening mirrors the earlier failures by the Trump Administration and others to take the virus seriously – will the US repeat these mistakes by reopening the schools and day care centers before first containing the virus.
- Bottom line lesson as of July 2020 – you cannot even begin the recovery process until you have contained the virus and flattened the curve in the same fashion as European Union (EU) countries have done successfully.

Facts
- The bulk of communications on the pandemic has come from the White House with President Trump downplaying the severity of the pandemic at the start and continuing to downplay the pandemic in July 2020.
- Trump initiated a daily briefing that he led from early March to late May concerning the work of the Administration’s Pandemic Task Force that included briefings from Dr. Fauci and Dr. Birx.
- In early July 2020, Vice President Pence has conducted a series of briefings by the Task Force from locations outside of the White House.
- Governors in several states conducted regular briefings concerning pandemic related actions and information including daily briefings by New York Governor Cuomo and New York City Mayor de Blasio during the New York City crisis in March and April.
- FEMA and state governments created Rumor Control Pages to correct misinformation in both traditional and social media outlets.
- A large number of Federal, state and local agencies and interest groups such as the National Association of Counties (NACo), the National League of Cities (NLC), the International Association of Emergency Managers IAEM), the National Conference of Mayors, and the National Emergency Management Association (NEMA) also communicated information to their members and the public.
- July 11, 2020, President Trump first wears a mask in public.
Analysis
- In a disaster, like the pandemic, the delivery of timely and accurate information from the Nation’s leaders to the public is all important.
- Communications from the White House failed to meet the accepted standard for providing timely and accurate information during a crisis to the public.
- Mixed messages and incorrect messages came from the White House that confused state and local officials and the public.
- Trump’s refusal to wear a mask until July 11, 2020, contributed to many Americans refusal or hesitancy to wear a mask in public.
- The President has consistently made promises that he did not keep, has lied about important factors concerning the impacts of the pandemic, drugs that could treat pandemic patients, and when a vaccine will be available, and continues to this date to downplay the impact the pandemic has had on the lives of Americans and the Nation’s economy. The crisis communication standard is always tell the truth.
- Trump effectively politicized numerous issues surrounding the pandemic response and recovery including continually saying the virus would disappear based on his instincts and not science, pushing for states to re-open before they met standards developed by the CDC, and in the beginning of July 2020, pushing states and localities to re-open their schools with no regard for the safety of the students, teachers, and staff.
- It is widely accepted that the driving force behind the President’s communications since the beginning of the pandemic is his concern about his reelection and that concern has informed nearly all of his communications during the pandemic.
- Most, but not all, state governors have proven to be able crisis communicators by holding regular briefings, telling the truth about the virus, not making promises, and managing public expectations.
- Misinformation from a variety of sources has also contributed to confusion among the public.

Facts:
- South America Is Now Covid-19 Hot Spot, With Eight Times the World’s Death Rate (Wall Street Journal, June 21, 2021): “While Covid-19 is receding in much of the world, the pandemic is raging in South America, which has just 5% of the world’s population but now accounts for a quarter of the global death toll.”
- As of July 20, 2020, over 14.6M COVID-19 cases and over 608,000 deaths had occurred worldwide including nearly 3.9M cases and over 143,000 deaths in the US.
- As of July 20, 2020, Brazil, India, and Russia have the largest number of cases and deaths from the virus after the US. US virus cases total leads the world followed by Brazil, the United Kingdom, and Italy.
- Countries that have been successful in initially controlling the virus include South Korea, Taiwan, New Zealand, Iceland, Germany, and Vietnam.
- After suffering large numbers of deaths, Italy, Spain, and France have contained the virus.
- Latin American has been severely impacted by the virus with Brazil registering the second largest number of case and deaths among South and Central American countries.
- Sweden has approached containing the virus in a different way from other countries with unfortunate results.
Analysis:
- Countries that have successfully contained the virus did so by listening to their public health scientists and implementing testing, contact tracking, and isolation programs.
- Some countries such as Italy and Spain, implemented comprehensive lockdown procedures nationwide to contain the virus.
- New spikes have occurred in many of these countries that initially contained the virus but these countries governments have responded quickly to contain the spikes.
- Countries like Brazil, England, and Russia whose leaders followed US President Trump’s example of downplaying the virus in January, February and the first part of March 2020, have not been successful in containing the virus.
- Countries with female leaders have fared better in containing the virus than those countries lead by authoritarian male leaders.
- By first containing the virus, many of these countries could successfully reopen their economies safely.

- As of July 20, 2020, the pandemic has not been contained in the US. Some states, if not the entire country, may have to return to lockdown.

- The pandemic continues to impact all 56 states and territories across the US with cases rising in a majority of states.
- Americans are frustrated and have lost confidence in the ability of the Federal Government and the Trump Administration to contain the pandemic.
- A vaccine will not be ready any time soon.
- The virus may never go away and may become a constant hazard similar to hurricanes, floods, wildfires and terrorism.

- COVID-19 Was ‘A Preventable Disaster,’ WHO-Ordered Report Says (NPR, May 12, 2021): ” The COVID-19 pandemic exposed dangerous failings on the national and international scale, according to an independent review ordered by the World Health Organization. The review found a range of problems, from a slow initial reaction to the coronavirus to “weak links at every point in the chain of preparedness and response.””
- Emergency planners must incorporate concerns for the COVID-19 in modifying and updating existing emergency and future emergency plans especially in the area of evacuation planning.
- FEMA and its fellow National Disaster Framework partners in the Federal government must include consideration of the virus in their emergency plans, exercises, and policies.
- The human and economic impacts of the pandemic are extreme and widespread and could be a precursor to the impacts from climate change in the future.
- It is time for emergency managers to take climate change seriously and advocate that elected officials and decision-makers follow the advice of the scientists in mitigating what causes climate change and to design and implement adaptation and risk reduction measures to reduce the impacts of future climate-related events.

- WASHINGTON — This is the sixth outbreak that the WHO has voted to assign the designation of public health emergency, defined by the group as “an extraordinary event which is determined to constitute a public health risk to other States through the international spread of disease and to potentially require a coordinated international response.”
- The five other cases have been: The 2009 swine flu epidemic that spread throughout the United States and Mexico.
- The 2014 polio infection, spurred by an “international spread of wild poliovirus” that hit countries including conflict-ridden Pakistan, Cameroon and Syria.
- The 2014 Ebola epidemic in West Africa, which the WHO said “was the largest and most complex Ebola outbreak since the virus was first discovered in 1976.”
- The 2016 Zika virus, which was spread by mosquitoes throughout the Americas and Africa and was particularly dangerous for pregnant women.
- The 2018 Ebola epidemic in North Kivu and Ituri provinces of the Congo, which was the world’s second-largest Ebola outbreak. The WHO controversially waited until 2019 to declare it a public health emergency.
